Gray’s contract at City was due to expire in the summer, the 24-year-old turning down an opportunity to sign a new deal last summer because the club could not give him assurances over game-time.
Gray has played just twice this season, the 24-year-old sitting behind Harvey Barnes, Ayoze Perez, Marc Albrighton, and Cengiz Under in the winger pecking order.
He has now sealed amove to Leverkusen for a cut-price deal, with the fee reporting in Germany to be €3m (£2.7m).
The English winger has made 168 appearances, scoring 13 goals for Leicester City.
