Chelsea vs Dortmund: Why Kai Havertz penalty was retaken

Chelsea claimed 2-0 win over Borussia Dortmund in their second leg of their round of 16 UCL clash. 
The Blues lost 1-0 in the first leg at the Signal Iduna park but bounced back from Raheem Sterling and Kai Havertz penalty. 

One of the controversial moment of the game was when Kai Havertz had to retake his penalty. 

Although the Blues were in a lead from Sterling before the second goal from Havertz in the second half of the game. 

After being permitted to retake a penalty kick in the second half, Chelsea received a significant reprieve for Kai Havertz. 

After Borussia Dortmund's players were determined to have encroached into the box, the German missed the initial spot kick and was forced to wait again from 12-yards out.

At the time, Raheem Sterling's first-half goal gave Chelsea a 1-0 lead, so the referee gave Marius Wolf a penalty for blocking Ben Chilwell's cross with his hand. However, Havertz, the newly appointed penalty taker, was unable to convert, hitting the post only after sending Alex Meyer in the wrong direction.

However, VAR intervened, providing the 24-year-old with a second chance from the spot after several yellow shirts entered the area prior to the kick. The second goal, which Havertz converted, gave his team an aggregate advantage of 2-1.

Rules on penalties state: "The players other than the kicker and goalkeeper must be; at least 9.15 m (10 yds) from the penalty mark; behind the penalty mark; inside the field of play and; outside the penalty area.
