The hosts largely controlled the first half and had opportunities to take the lead through Vydra and Rodriguez, but couldn't quite find the breakthrough despite some careless play from the away side.
However, Watford were much improved in the second period and could have opened the scoring through Deeney's header, before Burnley struck against the run of play through Rodriguez's stooping header. After that, the away side showed plenty of endeavour, but couldn't force an equaliser against a determined Burnley backline.
The result means that Burnley rise to 11th in the league - and with 42 points they should almost certainly be safe from relegation now. Watford, however, miss a key opportunity to distance themselves from the bottom three and they remain in 16th and just a point away from relegation.
