Pep Guardiola side were coming from the back of defeating Arsenal 3-1 during the mid week.
But Cooper side snatched a late equaliser through substitute Chris Wood to ensure that Forest climb on top to 13th in the Premier League table.
Since Man City controlled the first half, there wasn't much action, and Forest was compelled to occupy a large portion of their own half.
Rodri and Grealish had excellent scoring opportunities but were unable to beat the Forest defense. The Blues went into the half with a 1-0 lead thanks to a brilliant goal from Silva in the 41st minute. Silva's thunderous strike from 20 yards out rendered Navas helpless.
The same situation persisted for the majority of the second half as Guardiola's team searched for a second goal but fell short of the decisive strike that would have given them the victory.
Then, in the 84th minute, substitute Wood gave the current champions a taste of their own medicine by scoring with Forest's sole shot on goal at the back post.
With that draw, Forest overtook Leicester to take over 13th place, while Man City dropped to second and fell two points short of league leaders Arsenal.
In contrast to City, who play RB Leipzig in the Champions League before traveling to Bournemouth the following weekend, Cooper's team will play their next league match at West Ham.
