Amrabat is expected to depart Fiorentina this summer as the Serie A team struggles mightily to balance its budget.
Amrabat was a Moroccan international that Fiorentina sought to sell to Barcelona in January. This time around, Fiorentina will entertain offers around £25 million for the player.
Fiorentina needs to sell the player, thus Man United has prioritized other positions on the team, including goalkeeper and striker, before deciding a move for Amrabat.
Amrabat reportedly rejected Liverpool's offer because he had already agreed to personal terms with the English Premier League competitor Man United.
While at Utrecht, the 26-year-old worked with Erik ten Hag, the manager of Man United.
