This disciplinary action stems from incidents during Libya's match against Benin, held at the Tripoli International Stadium, where fan disturbances, including objects being thrown onto the field, disrupted proceedings. In addition to the monetary penalty, CAF has imposed a two-match ban on spectators for Libya's upcoming home games to address safety concerns.  

CAF has reiterated its commitment to maintaining order and safety during football events and has urged Libyan authorities to implement measures ensuring a secure environment for all stakeholders involved. This decision follows prior sanctions against the Libyan Football Federation for similar violations, highlighting the need for greater enforcement of rules and regulations in hosting matches.
