Delap, who scored 12 goals in 37 matches last season, had interest from Manchester United and Newcastle, but ultimately chose Chelsea. He expressed excitement about joining the club, stating that he sees Chelsea as an "incredible place" for his development and hopes to help the team win more trophies.
Chelsea will pay £20 million upfront, with the remaining amount in installments, and Ipswich has included a sell-on clause in the deal. Delap will reunite with Cole Palmer, Enzo Maresca, and Romeo Lavia, whom he played alongside at Manchester City's youth academy.
His move allows him to participate in the Club World Cup in the United States, where he could make his debut against LAFC on June 16.
