And dozens of other world leaders have since followed suit in congratulating Biden's projected victory.
German Foreign Minister Heiko Maas said: 'We look forward to working with the next US administration. We want to invest in our cooperation, for a transatlantic restart and a New Deal.'
Olaf Scholz, German Finance Minister, added: 'Congratulations, Mr President-Elect. Now there is a chance for a new and exciting chapter in transatlantic relations. The US remains Europe's most important and closest partner.'
The Prime MInister of Greece, Kyriakos Mitsotakis, also posted on social media to say: 'Congratulations to US President-Elect @JoeBiden.
'Joe Biden has been a true friend of Greece and I'm certain that under his presidency the relationship between our countries will grow even stronger.'
Norwegian Prime Minister Erna Solberg added: 'On behalf of the Norwegian Government, I congratulate @JoeBiden on his election victory. The US is Norway’s most important ally and we work closely together in many areas.
'I look forward to developing our cooperation with the US under Mr Biden’s & @KamalaHarris leadership.'
And Paris Mayor Anne Hidalgo tweeted: 'Welcome back America! Congratulations to @JoeBiden and @KamalaHarris for their election!
'While we are about to celebrate the 5th anniversary of the Paris Agreement, this victory symbolizes our need to act together more than ever, in view of climate emergency.'
