Leicester City started brightly scoring twice from Jamie Vardy in the opening 13 minutes but Oxlade-Chamberlain pulled a goal back after 19 minutes of the game.
James Maddison's strike ensured that the Foxes went in the first half with the advantage, only for Diogo Jota to cut the deficit after the hour mark.
It was 3-3 after normal time, with Minamino scoring a stoppage-time equaliser to take it to the shootout.
Kelleher saved Thomas' effort to give the hosts the advantage, but Minamino hit the crossbar when he had the chance to win it. Bertrand's effort was then saved before Jota beat Schmeichel to win it for Liverpool.
