The Blues' attempt to sign the Benfica star earlier this month was unsuccessful because their offer did not satisfy Benfica's requirements.
Chelsea is once more in contact with the Portuguese club in an effort to secure Fernandez before the deadline on Tuesday.
The Argentine's latest transfer comes after Brighton turned down Chelsea's £55 million offer for Moises Caicedo.
Fernandez has a £106 million release clause, and Benfica is eager to get paid in full up front.
Chelsea had a bid of £112 million rejected because it was designed to be paid in three installments totaling £37.3 million each over three years, which was £6 million higher than his release clause.
Despite Fernandez's very public attempts to quit the club, Benfica remained adamant that the structure was not appropriate for them.
Chelsea stayed in touch with the Argentina international's entourage despite the initial proposal being turned down.
In a statement they issued at the end of December, Benfica insisted that Fernandez would stay with them until the 2022–23 season.
