Romeo Lavia's transfer to Southampton allegedly cost Liverpool £40 million, but Southampton turned down the offer.
The Saints are believed to have held a bid of £50 million for the 19-year-old.
A person familiar with the situation who spoke with Sky Sports News said that Chelsea are keeping an eye on his status and likewise keen on him. Four more years are left on Lavia's deal with Southampton.
The Belgian international player transferred from Manchester City to Southampton this past summer, but it's expected that he'll leave after the Saints were relegated from the Premier League at the conclusion of the previous campaign.
